Superior Court of California, County of Los Angeles (Court) is the largest unified trial court in the United States. Its 580 judges and commissioners work in one of the 40 facilities within the Court's 12 judicial districts and are supported by more than 4,500 full-time Court employees. Government Code section 3100 and are needed to deliver the statutorily mandated, time-sensitive and emergency services in times of local, state, and national emergencies. The Court takes its responsibilities for ensuring a safe workplace and providing essential public services to those who are required to come into a courthouse seriously; including its legal and ethical obligations to protect the workforce, justice partners, and the public from
COVID-19. The Court has implemented various policies and protocols to protect the health and safety of its employees while delivering statutorily mandated essential services. This includes implementing
technology to facilitate remote appearances for court users and expanding telework opportunities for employees.
ABOUT THE POSITION
Applications Development Analyst V is the expert level in the applications development analyst class series. Incumbents occupying positions at this level are recognized as industry experts in the architecture,
design and development of information
technology solutions to meet enterprise-wide
business and operational requirements and public service/access objectives. Incumbents are expected to provide technical advice and expert consulting to other ISTB staff and Court administrators on highly complex
business and
technology requirements.

TELEWORK OPPORTUNITIES

SELECTION REQUIREMENTS:
To qualify, you must meet one of the following options at the time of filing:
OPTION I: One year of experience at the level of Applications Development Analyst IV working for the Los Angeles Superior Court.
- OPTION II: Graduation from an accredited four-year college or university with a major in computer science, information systems, information technology, or a closely related field, -AND- six years of progressively responsible experience in performing business process analyses and translating functional and business requirements into design, development, installation and maintenance of computer applications in conformance with business and technical requirements.
Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

DESIRABLE QUALIFICATIONS:
The ideal candidate will possess the following desirable qualifications:
Expert-level programming skills in C# and the .NET Framework (including ADO.NET and Entity Framework to access SQL Server and/or Oracle databases).-
Expert-level web services development skills

Expert-level data modeling and SQL development skills.

Developing web services using ASP.NET Web API or other framework.

Working knowledge of Azure API Management.

Employing modern ALM practices using Visual Studio, TFS, and Azure DevOps solutions.

Technical writing skills including requirements specifications, programming specifications, test plans, project plans, user guides, installation guides, and administration guides.

Strong organizational, analytical, written, and verbal communication skills.

Effective problem solving and analytical skills.

Leading other team members to develop, operate, and support solutions.
