The Executive Director position provides executive leadership and Strategic planning for IT operations and data management for Prospect Medical Systems in conjunction with IT National Shared Services. Provides business systems planning, deployment, and operations related to data management and IT services. Enables innovation and understands IT trends and emerging technologies that can create business value. Oversees the delivery of IT solutions and ensures these solutions meet the business needs of the IPAs and MSO (PMS). Work with other IT national leaders under the CIO’s guidance to influence technical and architectural aspects of decisions, but is not directly accountable for the infrastructure of IT. Ensures operations are efficient and effective with applicable levels of business unit satisfaction. Ensures appropriate balance between tactical and strategic demands; implementing continuous improvement programs within enterprise guidelines.



Job Responsibilities/Duties


  • In a highly matrixed organization, coordinate resources required to meet the business units’ objectives.
  • Manage the resolution of problems that are escalated. Continually review and appraise the progress and performance of staff and design developmental programs tailored to meet their career goals.

  • Develops and implements strategic and operational plans for corporate technology operations, which includes meeting or exceeding key initiatives and strategic plans developed in coordination with senior management.
  • Develops business value justifications and cost/benefit analyses for leading edge and process improvement driven IT initiatives. Increase satisfaction with all stakeholders (members, providers, payors and internal customers) for services provided by Prospect healthcare delivery system to increase brand recognition and value.

  • Develop and ensure that operational practices will facilitate the department in meeting or exceeding all stated Service Levels Agreements (SLA). Perform trend analysis, incident tracking and root cause analysis to reduce trouble tickets.

  • Work with the National Vice President of Information Security to implements and enforce security standards, ensures SOX compliance, and protects the security and integrity of all data that is passed through the company. Work with the national security team to coordinate incident response activities with the disaster recovery and incident mgmt teams.

  • Work with national IT leadership team in vendor selection for best hardware, software, consulting, licensing and maintenance contracts.

  • Work with national leadership to manage effective relationships with various business partners (i.e., vendors), outsourcers, and consultants to benefit PMS.
  • Manages the departmental budget to within acceptable standards, always looking for cost-savings wherever possible.

Qualifications


Minimum Education: Bachelor’s degree in computer science, business/information systems management, related field, or four (4) years of relevant work experience. An equivalent combination of education and experience may be substituted. MBA preferred.



Minimum Experience:
Ten (10) years’ experience in healthcare environment, IPA exposure highly preferred. Twelve (12) years of experience in related technology fields, including six (6) years experience in managing multiple teams performing large scale IT infrastructure and/or engineering projects.
