Basic Function


Oversees and directs technical staff and consultants and works closely with Caltrans, local jurisdictions and other agencies in performing all services associated with the development, implementation, and management of highway programs and projects throughout Los Angeles County


Example Of Duties

  • Assumes project/program management responsibility on major highway projects and programs
  • Oversees and manages Metro engineering and design activities for major highway programs and projects to ensure compliance with Caltrans, Metro, federal, state, and local requirements
  • Develops scopes of work for contracts; resolves legal, contractual, and technical issues
  • Develops, reviews, and evaluates contractor proposals; negotiates award amounts; evaluates operating standards and work products; and ensures productive use of contractors
  • Negotiates consultant contracts, including contract changes; oversees change control process
  • Administers and monitors consultant contracts for compliance with budget, schedule, standards, and objectives
  • Negotiates cooperative agreements and interagency funding plans
  • Directs preparation of feasibility and trade-off studies, engineering reports, and economic analyses
  • Reviews consultants' plans and specifications for technical adequacy and completeness
  • Plans budget and staffing needs and assists in preparing department and project budgets
  • Represents Metro before outside agencies
  • Prepares and presents reports to management, staff, the Board of Directors, community groups, and government officials
  • Facilitates resolution of design, construction and third party problems
  • Recommends design activity improvements for efficiency, compliance, and cost-effectiveness
  • Serves as chairperson for design reviews and other technical meetings
  • Participates in the preparation of contract front-end documents
  • Supervises, trains, and provides technical assistance to subordinate staff
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out


Requirements For Employment


  • Bachelor's degree in Civil, Transportation or Structural Engineering, or other related field
  • 5 years' senior-level or lead experience in civil design engineering on major highway projects or working as a Project Manager on major highway projects
Preferred Qualifications
Preferred Qualifications (PQs) are used to identify relevant knowledge, skills, and abilities (KSAs) as determined by business necessity. These criteria are considered preferred qualifications and are not intended to serve as minimum requirements for the position. PQs will help support selection decisions throughout the recruitment. In addition, applicants who possess these PQs will not automatically be selected.
The following are the preferred qualifications:

  • Experience developing highway projects/programs with or for Caltrans
  • Experience managing or leading transportation engineering projects with an emphasis on highways
  • Experience implementing and complying with Caltrans and Federal Highway Administration (FHWA) policies and procedures
  • Professional certificates/licenses: State of California registration as a Professional Engineer

Knowledge:

  • Theories, principles and practices of project management, civil and structural engineering, and project programming and funding as applicable to highway projects and programs
  • Applicable local, state, and federal laws, rules, and regulations governing environmental, engineering, equipment, and construction standards
  • Modern management theory
  • California Department of Transportation’s structure, roles, responsibilities, policies and procedures, and various functional areas
  • Federal Highway Administration (FHWA) policies and procedures


Abilities:

  • Manage major highway improvement projects and programs, and identify and implement strategies to achieve timely and cost-effective project delivery
  • Read, analyze and interpret engineering plans and specifications for large-scale engineering projects
  • Prepare comprehensive reports and correspondence
  • Analyze situations, identify problems, and recommend solutions
  • Negotiate consensus solutions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, budgets, contracts
  • Represent Metro before the public, effectively and quickly resolve disputes and disagreements while understanding and acknowledging the concerns of all parties
  • Interact professionally with various levels of Metro employees/departments as well as the staff of other agencies with the goal of promoting collaborative efforts and alliances in favor of the projects and public
  • Communicate effectively orally and in writing
  • Exercise judgment and creativity in making decisions
  • Supervise, train, and provide expert technical assistance to subordinate staff
  • Read, write, speak, and understand English
