Information Sciences Institute (ISI) seeks a Director, MOSIS Engineering Services.


JOB SUMMARY:


Provides vision and leadership to ensure that The MOSIS Service creates and implements a dynamic and value-added operations for microelectronic chip development, design manufacturability, and fabrication sourcing and execution for clients worldwide. This includes strategic planning and implementation for all technical processes, and development of the requisite IT environment, software tools and automated processes for optimal performance and delivery. Incumbent directs engineering team working to provide competitive quality, cycle times, and process from chip design submission through final chip delivery to sponsors. Proactively directs business, understands, evaluates, and adapts to continuous changes in the entire microelectronics ecosystem. This includes overseeing foundry technology offerings as well as the commercial EDA development and integration tools, workflows, and process design kits (PDKs) for mixed signal, digital and analog devices. Responsible for architecting, designing, configuring, deployment and supporting a state-of-the-art IT ecosystem involving cloud-based and/or hybrid cloud-based solutions. Ensures the proficient procurements of critical suppliers and establishment of strategic relationships to establish and maintain competitive arrangements, including extending and supporting access to new foundries.


Responsible for hiring, leading and developing the MOSIS team of VLSI and Senior VLSI Design Engineers and ensuring their skills and expertise are continually adapted to support the newest chip technologies. Responsible for hiring and leading the MOSIS team of run-closers, managing the foundry waiver processes and providing support to the customer design engineers. Develops and builds strong ties to the critical suppliers such as foundries, packaging companies, EDA tool providers and major customers. Represents The MOSIS Service and provides technical expertise in all aspects of the chip design, design validation, and fabrication processes with stakeholders. Reports to the Executive Director of The MOSIS Service.


JOB ACCOUNTABILITIES:

  • Oversees strategic planning processes and policy development of the technical services offered by The MOSIS Service. Creates strategic plans and develops processes to ensure appropriate monitoring and follow-up. Implements new strategic plans, directions and performance metrics. Plans new IT initiatives to gain efficiencies and improve communications. Communicates planning, assumptions and guidelines. Gathers multiple inputs and integrates diverse requirements and objectives for The MOSIS Service. Sets goals, establishes priorities, allocates resources, develops concepts and approaches, reviews projects progress and results.
  • Serves as a key architect for organizational changes required to achieve goals. Continuously evaluates MOSIS organizational mission, approaches and structures in light of the continual changes in the microelectronics ecosystem. Develops strategies and plans to position and maintain MOSIS as a world-class MPW Service organization in light of continuously changing needs and technology trends.
  • Develops and maintains an in-depth knowledge of MOSIS mission, strategic directions and chip design computing and cyber-infrastructure activities and requirements. Interacts with customer chip designs, foundry technology experts, EDA tool experts to develop optimal design evaluation processes. Participates in, and as appropriate, may lead technical discussions to external ISI Research Sponsors.
  • Directly or indirectly manages all MOSIS technical staff. Determines staffing needs based on goals and objectives of unit. Oversees staff hiring, education, training, supervision, and deployment to develop and maintain a quality organization of technically sophisticated and service-oriented staff. Determines and/or recommends group hiring and salary administration including raises, promotion and reclassifications. Approves/disapproves all work guidance actions within the technical group. Approves professional development activities.
  • Develops and builds on strong ties to peers and colleagues in the ISI, USC, and broader microelectronic communities. Liaises with other University engineering faculty to advance ISI and MOSIS objectives. Engages with microelectronic ecosystem communities at the national and international level, as a vehicle to represent The MOSIS Service in the communities and to identify innovative chip development and fabrication concepts of value to MOSIS.
  • Oversees and prioritizes key Engineering group initiatives, including concrete definition, staff responsibilities, progress measures, timelines, resource allocations, and communications with stakeholders.
  • Manages MOSIS Engineering group budget, including capital and operating expenses. Develops capital spending plans. Balances near-term and long-term requirements, goals, and objectives to provide sustainable, continually updated and modernized services.
  • Establishes project management methods and policies to ensure adequate monitoring and completion of IT group projects on-schedule and within budget.
  • Manages MOSIS vendor relationships and contract negotiation.
  • As needed, assists in day-to-day production issues and acts as escalation point to resolve urgent and/or complex user issues.
  • Maintains currency with, understands, and ensures compliance with applicable university policies and procedures, and with applicable local, state, and federal laws and regulations.
  • Develops and implements security related procedures such as office opening and closing routines, recognition of duress signals and key controls. Coordinates security activities with university Public Safety Department. Promotes and maintains standards for security conscious awareness and behavior. Maintains knowledge of university’s crime prevention and suppression programs and services. Ensures dissemination of security related information to staff.
