Responsibilities

Provides leadership, planning, and direction of technical office staff and operations. Assigns resources, determines staffing needs, and coordinates activities and operations among subordinate units. Communicates and coordinates activities to counterpart organizations, management, and customers.


KEY FUNCTIONS

  • Establishes organization’s objectives and goals and communicates them to subordinates, management, and interfacing matrix organizations. Conducts organization’s activities consistent with corporate policies/practices, goals, and objectives.

  • Participates with higher management in determining organization’s structure and staff and supports resource needs. Participates in budget planning and allocation of resources. Implements policies, practices, and operating processes and recommends improvements to higher management. Reports organization’s activities, progress and achievements through written and oral reports to management, subordinates, and customers.

  • Identifies and assigns sub-organization and staff functional responsibilities. Assigns and coordinates work activities within organization; monitors workload, work progress and schedules, ensures completion of organization’s work assignments within cost and schedule guidelines.

  • Seeks and identifies opportunities for additional, expanded and new business and assists higher management in the evaluation and pursuit of new opportunities.

  • Cooperates and communicates frequently with customer to coordinate and report work progress, issues, and results. Conducts work performance within customer standards and regulations. Participates selectively in day-to-day technical task planning and issue resolution; coordinates work activities with counterpart and common-task participation organizations.

  • Conducts staff performance reviews and recommends performance improvement, career development, salary and promotion actions; establishes staffing needs and recommends reassignments, training, transfers, and other staff deployments; assists other supervisors in evaluation and assignment of staff. Monitors and directs organization’s security processes, compliance, and safety awareness.

  • Directs technical group performing engineering design, architecture analysis and other partnership activities for the IndoPacific - Middle East region. This includes all efforts for those regions, including a new Foreign Military Sales case for a Missile Warning, SATCOM, and Integrated Ground architecture. Manages the ongoing SMC 2.0 Japan Pacesetter and other actiities in Asia in development by the SMC Portfolio Architect and partnership groups. Directs achievement of engineering assignments within project schedule and cost guidelines. Interfaces regularly at management and senior leader level to ensure rapid assembly of and response by special task teams, efficient assignment of responsibility and action items, and rapid exchange of information.

  • Provides overall direction to department’s technical projects and ensures department’s capabilities are effectively applied to needs of customers projects.

Qualifications
REQUIRED

  • Bachelor's Degree in Aerospace, Engineering, or related field

  • Substantial experience in a managerial role with proven ability to establish and maintain effective working relationships with all levels of contractors, customers, and corporate staff

  • Ability to speak authoritatively and to research correct answers when necessary

  • Must be innovative and team-oriented; must possess mature judgment and highly effective oral/written communication skills.
  • Ability to form, coordinate and manage informal task groups drawn from many specialized areas of space technology; and to interact well in multi-program, multi-agency environment with the Air Force Program Office personnel, support and prime contractors is essential.
  • Extensive travel, including international travel

  • 8-12 or more years of progressively responsible professional engineering/scientific experience

  • The selected candidate must have a SECRET clearance

PREFERRED

  • 12 or more years of progressively responsible professional engineering/scientific experience

  • Experience with the Kingdom of Saudi Arabia, including a broad understanding of their military and space capabilities, their government and defense organizations, and industrial base.

  • Experience with Japan, including a broad understanding of their military and space capabilities, their government and defense organizations, and industrial base. Knowledge of U.S. and Japanese collaborative efforts across SMC mission areas.

  • Experience with multiple mission areas across the SMC portfolio, including SATCOM, Remote Sensing/Early Warning, as well as a background in software, cyber, and/or ground system integration.

  • Experience working with allied governments, other U.S. government agencies, academia, and industry.

  • The selected candidate is preferred to have an active Top Secret clearance.
