The Department of Economic Security, Division of Developmental Disabilities (DDD) is seeking an experienced and highly motivated individual to join our team as a Compliance Manager.



This position participates in issue resolution processes:



  • Conducts and coordinates activities of investigation of billing compliance issues under the direction of the Chief Compliance Officer and/or in collaboration with the Business Operations claims teams, and other Compliance and Risk Management units.

  • Ensures initial and on-going compliance training/education is completed by Management areas.

  • Communicates the importance of compliance of the Division of Developmental Disabilities (DDD) Program to Operations management and employees.
  • Increases Operations employee knowledge of the relationship between services provided to members, medical record documentation, reimbursement, and audit liability, and other pertinent compliance topics as needed.

  • Provides compliance activities/issues report to Executive Leadership Team (ELT), Operations and the Chief Compliance Officer on a regular basis.
  • Conducts compliance meetings on a regularly scheduled basis, or as needed.

Job Duties:
  • Develops compliance teams, including written process, job aides, policies, training, hiring. Drafts written comments for relevant proposed rules, requests for info, & other vehicles used by federal agencies to collect comment from LTSS care & stakeholder community.
  • Works within the intersection of legislative & regulatory processes, supporting legislative activity w/subject matter expertise & reviewing regulatory actions.

  • Develops resource materials for department and team use including compliance guides, updates to OIG reports on various issues.
  • Identifies other regulatory issues that need resources for additional support and develops tools, in coordination with other staff.
  • Develops, reviews and edits materials prepared for business use and works with other staff in posting to appropriate entities.

  • Participates in state meetings & presents on regulatory & compliance guidance & info. Develops & facilitates educational programs related to compliance issues & the needs regarding regulatory, compliance, & process related issues.
  • Participates in the Corporate Compliance Program & assists in development of additional programs.
  • Accomplishes compliance work requirements by orienting, training, assigning, scheduling, guiding auditors.

  • Monitors the Federal Register, CMS Center, House Bills & other regulatory resources for regulatory proposals & other announcements about regulatory & sub-regulatory issues that may impact DDD business.
  • Establishes & maintains good working relationships with department to translate their needs into written communications, tools & resources which involve compliance.
  • Provides comprehensive project coordination w/non-compliant departments.

Knowledge, Skills & Abilities (KSAs):
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Arizona Revised States (ARS)

  • Knowledge of principles and practices of administration and time management

  • Knowledge of financial management, the principles and practices of public administration

  • Knowledge of compliance rules for Operational program rules, regulations and operations procedures

  • Skilled in planning, organizing, prioritizing, coordinating and administering multiple projects/tasks

  • Skilled in conceptualizing; planning, designing, and developing presentations to internal and external customers Exercising discretion and sound judgment

  • Skilled in analytical thinking, writing and editing

  • Skilled in working with multiple and diverse groups toward a common mission and training compliance rules and regulations

  • Ability to plan, organize, coordinate, and evaluate complex legislation affecting financial programs

  • Ability to read, interpret and analyze complex statutes, rules and policies governing the field of developmental disabilities and governmental finance and budgeting

  • Ability to create documentation and reports, which are clear and accurate

  • Ability to take direction and communicate effectively complex and technical issues to internal and external audiences with varying communication skill levels

Selective Preference(s):
  • A degree in finance, accounting or business administration, with strong course work in finance, accounting, economics, auditing and/or will have at least three years' work experience in one or more of the functions related to the duties of this class; or a degree in business or public administration from an accredited college or university may substitute for one year of the required experience.

Pre-Employment Requirements:
  • In-state travel is required. This position requires possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records and must complete any required driver training (see Arizona Administrative Code R2-10-207.12.). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however, mileage will be reimbursed.

  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired state employees

  • Successfully pass background and reference check; employment is contingent upon completion of the above-mentioned process and the Agency’s ability to reasonably accommodate any restrictions

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period.
