JOB DESCRIPTION

The County of Riverside Human Resources Department has an opportunity for an e-Learning Specialist (Human Resources Analyst I/II/III) who will be assigned to the Learning and Organizational Development unit. The position will provide administrative support for the Learning Management System (LMS), partner with Instructional Designers in the creation of new online courses and assist with troubleshooting system or online course issues. The position will also assist in training department training administrators and coordinators on LMS authorized usage and collaborate with subject matter experts (SMEs) and County stakeholders to evaluate and understand their needs as it relates to LMS or online courses. The Department desires candidates with experience in an e-learning environment as well as experience and/or extensive knowledge of Articulate 360, Camtasia, Snagit, Captivate, Adobe Creative Cloud, and SumTotal Learning Management system. The selected candidate will have exceptional written and verbal communication skills, interpersonal skills, initiative and the ability to work independently as well as in a team environment. The HR Analyst series is a promotional/growth series. The level at which the positions will be filled is at the Department's discretion and based on candidate qualifications.

EXAMPLES OF ESSENTIAL DUTIES

Provide support on the use of the Learning Management System. Assist with Instructional Design Offer creative solutions for staff within the departments' training groups. Explore, troubleshoot and make recommendations for optimal use of the Learning Management System and online courses. Collaborate with staff on Learning Management System special projects and other learning needs of the department. Participate in the development of online courses while partnering with Instructional Designers. Implementation of ancillary tools and systems used to support and enhance the Learning Management System. Prepare training materials for employee development and assist in conducting training. Prepare reports and correspondence; maintain records, logs, and files.

MINIMUM QUALIFICATIONS

HR ANALYST I $19.66 - $29.20 Hourly $3,407.46 - $5,060.78 Monthly $40,889.47 - $60,729.34 Annually Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field. _____________________________________________________________________________ HR ANALYST II $24.35 - $36.21 Hourly $4,220.79 - $6,275.90 Monthly $50,649.46 - $75,310.77 Annually Education: Graduation from an accredited college or university with a Bachelor's degree in human resources management, behavioral or social sciences, industrial relations, organizational studies, public or business administration, or a closely related field. AND Experience: One year of professional human resources experience (at the County of Riverside Human Resources Analyst I level or above) with responsibility for conducting job analysis, recruitment and selection, employment test construction, position classification, compensation analysis, employee or labor relations, organizational development, training, benefits, or other human resources functions that demonstrate acquisition of the required knowledge, skill, and abilities. (Completion of graduate level courses from an accredited college or university may substitute for the required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.) OR Two years of experience as a Human Resources Technician with the County of Riverside. AND Experience: Two years of professional human resources experience (at the County of Riverside Human Resources Analyst I level or above), or one year equivalent to the County of Riverside Human Resources Analyst II with responsibility for conducting job analysis, recruitment and selection, employment test construction, position classification, compensation analysis, employee or labor relations, organizational development, training, benefits or other human resources functions that demonstrate acquisition of the required knowledge, skills and abilities. (Completion of graduate level courses from an accredited college or university may substitute for up to one year of the required experience on the basis of 24 semester or 36 quarter units equaling one year of experience.) ALL LEVELS: Knowledge of: The principles and practices of public administration, organization, and management; the principles and practices of public human resources administration including job classification, salary administration, recruitment and selection, examining, interviewing, and affirmative action; the development, analysis, and evaluation of tests and test materials; occupations found in the public services and their job requirements; modern office methods and procedures; the application of statistical methods to human resources work; the techniques of job analysis for position classification, recruitment, and selection. Ability to: Develop, administer, analyze, and evaluate tests for a variety of occupations; study and analyze jobs in a variety of occupations and make sound classification decisions; collect data, analyze it objectively, present it clearly, and prepare sound recommendations and reports; understand, interpret, and apply human resources laws, rules, regulations, standards, and procedures; explain human resources procedures and adjust complaints; secure cooperation of operating officials in accepting and carrying out sound human resources management practices; keep abreast of developments in the field of public human resources administration; speak and write effectively.
