Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT Information Technology Division (ITD) at Washington State Ferris (WSF) is currently seeking an IT System Administrator Senior Specialist (In-Training) to serve on the workstation support team in Seattle, WA. WSF’s ITD functions as the central support department for all technology-related equipment, software, and systems for approximately 1,800 employees working for WSF. This includes 20 terminals and 21 vessels spanning seven counties, two countries, three major WSF facilities, and four commercial shipyards. Specifically, WSF’s ITD is responsible for the management of (end-user computing devices, workstations, tablets, servers, storage, data networks, cloud resources, point-of-sale devices, printers, mobile devices, telecommunications systems, cell phones, copiers, etc.), administration of services ( training/education, procurement, regional CAE service and support, and solving technology related problems), and WSF specific applications (ticketing, reservations, employee dispatch, etc.).
Note: This is an in-training position that offers a career path and on-the-job training. This position allows you to progress through the IT System Administration field and achieve the goal class of a Senior Specialist. Candidates will be considered at the Journey or Senior Specialist level depending on their qualifications. The salary levels for each are:

IT System Administration Journey: $81,421 - $109,506 annually, depending on qualifications
IT System Administration Senior Specialist: $85,491 - $114,975 annually, depending on qualifications

What to Expect
This position serves WSDOT as the System Administrator with the highest level of authority and the subject matter expert for the WSDOT’s Cardholder Data Environment (CDE). WSDOT’s CDE environment encompasses all hardware, software, and mobile devices that process or support our revenue collection of 191 million dollars and safely transport 25 million passengers a year through our 20-terminals. Due to customer credit card information being processed in the CDE environment, this position has oversight and impact to ensure WSDOT is fully compliant with the Purchase Card Industry (PCI) and the Federal Banking security patching standards. Applies expert technical knowledge to independently identify and resolve complex problems with desktop computer systems and related components; and supports division and agency customers with standard computing resources, customized hardware, and software solutions as required to meet the business and strategic goals of WSDOT. This System Administrator role meets critical needs for employees to use desktop computing resources to carry out their mission of operating and improving the state’s transportation systems and ensuring the safety of the traveling public in a 24/7 environment.

Among the varied range of responsibilities held within this role, IT System Administrator Senior Specialist will:


  • Serve as the Agency System Administrator designing and developing polices/procedures for WSDOT’s CDE environment in the areas of workstation hardware/software, Active Directory administration, Group Policy administration, and security compliance to ensure WSDOT’s compliancy to the Federal Banking Industry Standards.

  • Develop policies and procedures on key PCI requirements.

  • Design, develop, and maintain hardware and software standards.

  • Create and maintain the System Center Configuration Manager (SCCM) Operating System Display (OSD) images that will be used on CDE workstations and revenue collection devices

  • Deploys OS upgrade via SCCM.

  • Create and modify Active Directory (AD) security groups and/or SCCM collection for software deployment.

  • Procure and maintain workstation hardware that will work in CDE

  • Create and implement Group Policies to address newly identified vulnerabilities

  • Leverage SCCM/WSUS and Solarwinds patching software to ensure CDE devices are up-to-date on published security patches

  • Manually check for 3rd-party software for security patches not covered by WSUS/Solarwinds.

  • Administer group policy and Active Directory structure at the Division level and serves as the highest point of escalation for all unresolved workstation support issues.

  • Serve as the Division technical specialist for the agency Software Deployment Team and the Imaging Team.

  • Serves as a technical mentor, coach, and trainer to others






Qualifications

The qualifications for the
IT Systems Administration Journey level are:



  • A Bachelor’s or Associates degree in related field

  • Four (4) years of progressive work experience as an IT professional, including hardware and application support.

  • Two (2) years of experience in system administration.

  • Two (2) years of experience translating business requirements and functions into technical requirements.

Please note: Additional years of experience can be substituted for education.



  • Must possess or is able to obtain a Transportation Worker Identification Credential (TWIC) card within six months of employment.

  • Valid Driver’s License




The qualifications for the
IT System Administration Senior Specialist level are:



  • A Bachelor’s degree in related field.

  • Seven (7) years of progressive work experience as an IT professional

  • Four (4) years of experience in system administration.

  • Ten (10) years of experience supporting Microsoft Operating Systems, Microsoft Office Suite, and standard Adobe products.

  • Four (4) years of experience translating business requirements and functions into technical requirements.

  • Four (4) years of experience providing technical consulting and performing installation of IT hardware and software.

Please note: Additional years of experience can be substituted for education.



  • Must possess or is able to obtain a Transportation Worker Identification Credential (TWIC) card within six months of employment.

  • Valid Driver’s License





It is preferred that qualified candidates also have:



  • Microsoft Certified Technology Specialist (MCTS): Administering and Deploying Microsoft System Center Configuration Manager

  • COMP TIA A+ certification or a MTA (Microsoft Technology Associate)

  • COMP TIA NET+ certification

  • Knowledge of Payment Card Industry (PCI) environment.

  • Skills and ability to lead projects or initiatives.

  • Skills and ability creating and maintaining technical documentation.

  • In addition to the salary range listed, a general wage increase of 3.25% will be applied for all state employees on July 1, 2022.

  • This position is eligible for remote work up to 100%, per supervisor approval.
