A fully <a href="https://cnn.com/travel/article/electric-aircraft-uk-scn-intl-scli-gbr/index.html" target="_blank" rel="noopener">electric commercial plane</a> has completed a test flight in Canada in what operators have called a &#8220;world first&#8221; for the aviation industry.
The six-seater plane &#8212; a 62-year-old seaplane re-fitted with a fully electric 750 horsepower motor &#8212; took off from Vancouver on Tuesday and was airborne for less than 15 minutes, according to the news agency AFP.
Greg McDougall, CEO and founder of Harbour Air, piloted the inaugural flight on one of his company&#8217;s aircraft.
&#8220;Today, we made history,&#8221; said McDougall, who praised his company&#8217;s &#8220;innovation&#8221; in achieving a &#8220;world-first milestone.&#8221;
The flight marks the start of the third aviation age &#8212; &#8220;the electric age&#8221; &#8212; according to a statement made by Harbour Air <a href="https://www.harbourair.com/harbour-air-and-magnix-announce-successful-flight-of-worlds-first-commercial-electric-airplane/#" target="_blank" rel="noopener">on its website. </a>
Harbour Air didn&#8217;t immediately respond to a CNN request for comment.
Roei Ganzarski, CEO of magniX, the Australian electric motor manufacturer who worked with Harbour Air on the project, said in a statement that the whole transportation sector &#8212; and the aviation industry in particular &#8212; is &#8220;ripe for a massive disruption.&#8221;
Ganzarski added that this flight proves that &#8220;low-cost, environmentally friendly, commercial electric air travel&#8221; could be possible in the &#8220;very near future.&#8221;
The lithium battery power used on the test flight could fly a plane of that size about 100 miles (160 kilometers), the news agency AFP reported Ganzarski as saying.
Harbour Air and magniX will now start the certification process, hoping to make the rest of Harbour Air&#8217;s fleet electric-powered.
Founded in 1982, Harbour Air currently runs up to 300 daily flights, providing transport links along the coast of British Columbia.
All-electric powered aircraft are also being developed elsewhere in the world, including in the UK.
Cranfield Aerospace Solutions (CAeS) in England announced in November that it is working on electric planes, estimating that <a href="https://cnn.com/travel/article/electric-aircraft-uk-scn-intl-scli-gbr/index.html" target="_blank" rel="noopener">commercial flights might start as early as 2023</a>.

The outdoor light exhibit created by British artist Bruce Munro in a Paso Robles field has been a big hit. More than 100,000 people have visited since it opened May 19, and at least six marriage proposals have been made at the site.
The exhibit was set to close Jan. 5 but now will continue through June 30 because it has “captured an international audience, significantly exceeding all attendance expectations, with thousands of visitors arriving from around the globe,” the release said.
In Paso Robles, visitors stroll the field to get the full immersive feel of being surrounded by an exhibit that combines art, light and technology. It’s the artist’s first entirely solar-powered U.S. exhibit and is larger in size — it covers 15 acres — than his previous works. Munro created his first field in 2016 at Uluru, the sacred place also known as Ayer’s Rock, in Australia’s Northern Territory. That temporary exhibit has been extended through Dec. 31, 2020.

There’s new hope for an endangered California frog that has vanished from half of its habitat.
The state Fish and Game Commission on Wednesday approved protections for five of six populations of the foothill yellow-legged frog.
The Center for Biological Diversity had sought protection for the stream-dwelling amphibians under California’s Endangered Species Act.
The commission voted to list the frogs as endangered in the Southern Sierra, central and southern coasts. Populations in the Northern Sierra and the Feather River will be listed as threatened.
The commission determined that frogs on the state’s northern coast “do not currently warrant protection,” the Center for Biological Diversity said in a statement.
The tiny, pebbly-skinned frogs were once found from Los Angeles County to the Oregon border but their populations have shrunk thanks to threats from human encroachment, dams, climate change, pollution and activities ranging from logging and mining to marijuana growing.
Two related species of native frogs that inhabit higher elevations — the Sierra Nevada yellow-legged frog and the mountain yellow-legged frog — are already listed federally and by the state as endangered or threatened.

California Commission Lists Yellow-Legged Frog as Endangered

Authorities in central California have arrested a man they say forced his pregnant girlfriend to take drugs at gunpoint so she would have a miscarriage.
Bakersfield police say 23-year-old Jagmeet Sandhu was arrested Wednesday on suspicion of murder, domestic assault and false imprisonment. It&#8217;s unclear if he has an attorney.
Police say they received a report shortly after 1 a.m. Wednesday from someone who claimed that a pregnant family member had been held at gunpoint by her boyfriend, who forced her to take some pills of an unknown type.
The woman miscarried at a hospital.

Bakersfield Man Accused of Forcing Girlfriend to Take Drugs at Gunpoint to Induce Miscarriage

A federal judge on Wednesday blocked enforcement of a Los Angeles law requiring businesses that want city contracts to disclose whether they have ties to the National Rifle Association.
The NRA’s request for a preliminary injunction was granted by U.S. District Judge Stephen V. Wilson in Los Angeles. It temporarily prohibits enforcement of the measure while the case unfolds. The next step could be an appeal by the city or an NRA request to make the injunction permanent.
The judge also threw out part of the lawsuit on technical grounds and removed the city clerk and Mayor Eric Garcetti as defendants but he refused to entirely dismiss the lawsuit.
The <a href="https://ktla.com/2019/02/12/l-a-council-members-to-vote-on-ordinance-requiring-city-contractors-disclose-nra-ties/" target="_blank" rel="noopener">ordinance that took effect in April</a> was passed in response to mass shootings around the country, including a November 2018 attack that killed 12 people at a bar in Thousand Oaks, northwest of L.A. It requires those wanting city contracts to disclose whether they have contracts or sponsorship from the gun-rights group.
“Public funds provided to such contractors undermines the city’s efforts to legislate and promote gun safety,” the law said.
The NRA argued that the measure violates the constitutional First Amendment right to free speech and association and the 14th Amendment right to equal protection. NRA attorney Chuck Michel called it “modern-day McCarthyism” that would force NRA supporters to drop their memberships for fear of losing their livelihoods.
In his ruling, the judge said the city contends that granting contracts to those “with business ties to the NRA invariably creates more NRA membership, which leads to more pro-gun advocacy, laxer gun laws, and inevitably more mass shootings.”
“Even if this chain of logic was supported by fact, the city is not permitted to restrict political speech as a means of achieving its goal of safer cities,” Wilson ruled.
Messages seeking comment from an NRA spokesperson and attorneys for the city were not immediately returned.
The NRA has been battling a number of challenges to its operations in recent months, including an investigation by the attorney general in New York, where its charter was formed, and the attorney general in Washington, D.C., where authorities are questioning whether its operations are in violation of its nonprofit status. Several corporations also have cut ties to the group.
The NRA sued the city of San Francisco earlier this year over a September resolution by the San Francisco Board of Supervisors that declared the group a “domestic terrorist organization.” The NRA alleged the resolution, which had no legal weight, violated the group&#8217;s free speech rights. However, it withdrew the suit in November.

Federal Judge Blocks Enforcement of L.A. Law Requiring City Contractors Disclose NRA Ties

New Zealand has ordered 1,292 square feet of skin to treat patients injured in <a href="https://edition.cnn.com/2019/12/10/australia/white-island-volcano-recovery-intl-hnk/index.html" target="_blank" rel="noopener">Monday&#8217;s volcanic eruption on White Island,</a> authorities said Wednesday.
A total of 47 people were on White Island, off the coast of North Island,<a href="https://www.cnn.com/2019/12/08/asia/new-zealand-white-island-eruption-intl-hnk/index.html" target="_blank" rel="noopener"> when the eruption occurred</a>. Eight people have been confirmed dead, and more than 20 others are currently hospitalized in critical condition. Search and recovery operations are continuing for those still missing and presumed dead on the island.
The skin is now needed to treat patients severely injured by the volcanic ash and gas. On Tuesday, medical officials said 27 people in hospital had burns to at least 30% of their bodies and many have inhalation burns that require airway support. Every burns unit in the country is at full capacity.
&#8220;We currently have (skin) supply, but are urgently sourcing additional supplies to meet the demand for dressing and temporary skin grafts,&#8221; said Peter Watson of the District Health Boards on Wednesday. &#8220;We anticipate that we will require an additional 1.2 million square centimeters (1,292 square feet) of skin for the ongoing needs of the patients.&#8221;
To put that into context, the average human body has about 11 square feet (1 square meter) to 21 square feet (2 square meters) of skin surface area.
The skin order has been placed and will come from the United States, Watson said. Skin and tissue banks from neighboring Australia, like the<a href="https://www.facebook.com/448575161917079/photos/rpp.448575161917079/2539057006202207/?type=3&amp;theater" target="_blank" rel="noopener"> Donor Tissue Bank of Victoria,</a> are also providing skin grafts and supplies.
The skin grafts come from donors &#8212; like organ donors, skin donors register to donate their skin after death. When skin is donated, usually only a thin layer is taken, like the skin that peels when you are sunburned, according to the <a href="https://donatelife.gov.au/about-donation/what-can-be-donated" target="_blank" rel="noopener">Australian government&#8217;s donation site</a>. The skin grafts are usually taken from donors&#8217; backs or the back of their legs.
The demand for skin is particularly high given the unprecedented number of severe burns to the victims, authorities said Wednesday. The patients&#8217; burns are already serious from their close proximity to the volcano during the eruption &#8212; but the injuries were also complicated by gases and chemicals, Watson said.
When White Island erupted, there would have been so much poisonous gas released that people would have been able to taste the chemicals, said Jessica Johnson, a volcanologist at the University of East Anglia in England.
The volcano &#8212; which has an acidic lake in its crater &#8212; would also have thrown out boiling hot steam clouds, she added. The patients&#8217; severe burns were probably from these steam blasts, she said.
Apart from the steam, they could also have been injured by &#8220;very hot rock debris,&#8221; said Monash University volcanologist Raymond Cas.
These complications meant the patients needed to be rushed to surgical treatment more urgently that with usual burn cases, Watson said on Wednesday, adding, &#8220;This is just the start of a very long process that, for some patients, will take several months.&#8221;
The patients are from a range of nationalities, meaning some of them will be transferred to their home countries for treatment. Australian Prime Minister Scott Morrison <a href="https://twitter.com/ScottMorrisonMP/status/1204659882395201536" target="_blank" rel="noopener">said on Wednesday</a> that 10 Australian patients would be repatriated in the next 24 hours to receive &#8220;specialist medical care.&#8221;
Meanwhile, the authorities continue to monitor the volcanic island, which remains too dangerous for rescuers to access. They are also <a href="https://www.police.govt.nz/news/release/whakaari-white-island-identification-and-coronial-process" target="_blank" rel="noopener">working to identify the six confirmed dead</a>, with the help of forensic pathologists and dentists. Names and faces are beginning to emerge &#8212; an Australian teenager and her stepfather, an Australian mother and daughter, and a New Zealand tour guide are among the victims identified so far.

A Hemet man accused of intentionally striking and killing another man with a Dodge Challenger last week turned himself in to investigators on Wednesday, officials said.
Andrew Adam Hampton, 23, was booked on suspicion of murder and attempted murder in connection with <a href="https://ktla.com/2019/12/09/search-underway-in-hemet-for-car-that-allegedly-fled-after-hitting-a-pedestrian/">the deadly and allegedly intentional collision</a>, which took place about 7:40 p.m. Friday in a residential neighborhood in the 3200 block of Warley Road, according to Hemet Police Department Sgt. Gabriel Gomez.
James Gauthier Jr., 46, described as transient, died in what officials described as a vehicular attack, Riverside County coroner&#8217;s records show.
&#8220;Investigators on scene determined the event was not a collision but an intentional act resulting in a death,&#8221; Gomez said in a written statement. &#8220;The responsible party fled the scene in a 2015-2017 Dodge Challenger.&#8221;
Hampton turned himself in at the Hemet Police Department about 10:45 a.m., according to Gomez.
&#8220;The vehicle used in this incident was located and collected as evidence,&#8221; the sergeant added.
No information regarding a motive in the alleged killing was released.
Bail for Hampton was set at $2 million pending legal proceedings, officials said.

The charges were filed against him on Tuesday, according to sheriff&#8217;s officials.
Hill&#8217;s wife, Vonshon Walker, was unresponsive and family members were performing CPR when sheriff&#8217;s deputies arrived to a home in the 1000 block of Monroe Street last week, according to sheriff&#8217;s officials. They were called to the residence on Dec. 4 about 2:30 p.m.
Paramedics arrived soon after and attempted life-saving measures but Walker was pronounced dead, authorities said.
Sheriff&#8217;s officials have not said how Walker died or why Hill is suspected as the killer.
No other details have been released as the investigation continues.

A Bay Area surgeon who fled to Montana on a private jet after a failed but violent attempt to kidnap her own son was arrested Wednesday, officials said.
Dr. Theresa Lynn Colosi, 55, booked the flight for herself, her 12-year-old son and her dog before she brutally attacked a court-ordered supervisor during a parental visit in Goleta on Sunday, according to the Santa Barbara County Sheriff&#8217;s Office.
Colosi allegedly struck the visitation supervisor in the head several times with a metal object outside Zodo&#8217;s bowling alley on Calle Real around 9:30 a.m. Sunday. Deputies say they found the victim in the parking lot with severe injuries to her head and face.
The victim told the boy to run into Zodo’s for help, and although Colosi began to follow him she ultimately got into her vehicle and fled, authorities said.
Colosi then drove to Lompoc Airport, where she hopped onto a chartered jet that departed around 10:48 a.m. for Glacier Park International Airport in northern Montana, according to investigators.
Detectives say they later uncovered that she also withdrew $900,000 from her bank account and gave away her belongings at some point before the assault.
Officials obtained a warrant for her arrest and contacted police in Whitefish, Montana, a Rocky Mountain resort town where they determined she was staying.
At about 5 a.m. Wednesday, Whitefish detectives tracking Colosi saw her get into a cab that came to pick her up. They stopped the car and took her into custody, deputies said.
Colosi was being held without bail in Flathead County awaiting extradition to Santa Barbara on charges of attempted murder and attempted kidnapping.
Whitefish police say Colosi is an orthopedic surgeon living in San Jose. Her state medical license remained active Wednesday, state records show.
The suspect is listed as a surgeon on the <a href="https://goodsamsanjose.com/physicians/profile/Dr-Theresa-L-Colosi-MD" target="_blank" rel="noopener">website</a> for Good Samaritan Hospital in San Jose, and the Lompoc Health <a href="https://lompochealth.com/providers/provider/theresa-colosi-md" target="_blank" rel="noopener">website</a> indicates she also has an office at the Lompoc Valley Medical Center.
In a statement provided to <a href="https://www.noozhawk.com/article/physician_arrested_on_attempted_murder_charges_in_goleta_attack" target="_blank" rel="noopener">Noozhawk</a>, a Lompoc Health spokesperson said Colosi &#8220;has access to use the office on a timeshare basis, but has never used the space.&#8221;

Surgeon Arrested in Violent Plot to Kidnap Son From Goleta After Escaping on Private Jet: Officials

The parents of a Los Angeles County Sheriff's deputy who was injured by an alleged drunken driver in Paramount last month said she is in stable condition and recovering.
Dakota Palanca's mother and stepfather told KTLA on Wednesday that the deputy is strong. She has opened her eyes and is moving her arms, but remains hospitalized.
She was critically injured while responding to a call on Nov. 25. about a man allegedly acting erratically. The man ran to her window and began assaulting her before he got away, authorities said. As Palanca, 25, was running after him, she was struck by a Chevrolet Suburban. The driver was found a short distance away and arrested on suspicion of driving under the influence. The man involved in the initial incident was also arrested.
Despite being in stable condition, Palanca has a long recovery ahead of her, her parents said.
After a recent scare at the hospital, Palanca's mother said her daughter took the incident in stride.
"I sat with her, and told her 'You are the strongest woman I’ve ever met in my entire life,'" Lori Hayden said. "She’s my pumpkin. She’s zippered to me, she’s been zippered to me since she was a baby."
"She is a born leader," said Palanca's stepfather, Rick Hayden, remembering how well she did in school.
Hayden said Palanca comes from a family of law enforcement officials — he and his wife are both in the field, as is her uncle. He recalled that Palanca was on a mock trial team in high school and he thought she would pursue a career in law.
"She walked in one day and said 'I want to be a cop,'" he said. "She never disappointed us. She always had a vision … as a result we have a hero deputy."
Palanca also holds a psychology degree from Cal State Fullerton and is a first lieutenant in the army. Her stepfather called her an "overachiever."
Hayden said what happened to his stepdaughter was an "unnecessary tragedy," but added that the outpouring of support from his law enforcement family, as well as the community has been "amazing."
He said Palanca received a letter from the daughter of a man the deputy encountered in the field. The note said Palanca treated the man like a human being and not like a criminal or "druggie," and that the daughter attributes her father's continuing sobriety to the way Palanca approached the situation.
Hayden said he wanted to thank the woman for sending his daughter those words of support.
The Lakewood Sheriff's station, where Palanca was assigned, held a BBQ fundraiser for the deputy Wednesday.

‘Strongest Woman I’ve Ever Met’: Parents of LASD Deputy Injured by Alleged DUI Driver Say She Is Recovering

A Ventura man awaiting trial for allegedly attacking and raping a woman during a burglary in February is now also accused of trying to hire a hit man to kill the victim in the case, prosecutors said.
Omar Velazquez Lara, 34, was first arrested on Feb. 16, the day of the alleged sexual assault, according to the Ventura County District Attorney&#8217;s Office and county booking records. He has since been charged with crimes including rape, burglary and dissuading a witness by force or threat.
Lara denied each of the allegations.
But he now faces additional charges of conspiracy to commit murder and solicitation of murder, prosecutors said Wednesday.
&#8220;While in custody, Lara attempted to hire someone to murder the alleged victim in his pending case,&#8221; the DA&#8217;s office said in a written statement.
With the new charges, Lara faces up to 81 years to life in state prison if convicted as charged, officials said.
Further details on the alleged murder-for-hire plot were not available.
Bail for Lara was set at $720,000, records show. He&#8217;s scheduled to return to Ventura County Superior Court for a hearing on Feb. 19.

Rescue crews returned to Mount Baldy Wednesday for a fourth day in the search for an Irvine man who disappeared on a hike to the summit over the weekend.
Sreenivas "Sree" Mokkapati, 52, started the trek with three other hikers early Sunday morning, heading out from the village at Bear Flats, according to the San Bernardino County Sheriff's Department.
But at some point he got separated from his companions, and they reported him missing when they got back to their car around 4 p.m.
Rescuers from several counties and volunteers have been combing through the snowy mountain terrain ever since, but they've not reported any sign of Mokkapati.

Deputies described Mokkapati as an experienced hiker who has tackled Mount Baldy a number of times.
But he was only prepared for a day hike and has limited supplies. He was wearing a gray puffer jacket with gray pants when he vanished, officials said.
On Tuesday, search crews were working in snowy conditions at elevations around 7,000 feet, and rescuers encountered waist-deep snow at some higher elevations, the Sheriff's Department said.
The hike is difficult even in mild conditions, with steep inclines, narrow trails and drop-offs of more than 1,000 feet in some spots, said Cindy Lyman with West Valley Search and Rescue.
“When you add snow and ice and you don’t have secure footing or the proper gear, it definitely adds a level of danger,” Lyman said.
Officials advise hikers to use crampons, trekking poles, an ice axe and snow shoes, and practice with the gear at home ahead of time.
Sheriff’s spokesperson Cindy Bachman said there’s been some discussion with the Forest Service about closing the mountain to recreation amid dangerous winter conditions, but nothing has been confirmed.
“People go up there, and accidents happen,” she said. “But a lot of times, people aren’t prepared for the conditions. Conditions are for expert-level hikers.”
Officials didn't comment on whether Mokkapati had the recommended equipment.
The sheriff's volunteer coordinators tweeted that the search was hindered by having to stop and assist unprepared hikers they encountered, and as a result several areas would be temporarily closed during the rescue operation.

Personnel from five counties and several volunteers have been involved in the search thus far, and Bachman said additional resources from Tulare and Fresno counties have been committed for Thursday.
At least two helicopters were also involved, with one primarily being used to insert crew members on the mountain.

Five months after Angels pitcher Tyler Skaggs died in a hotel room with two opioids in his bloodstream, Major League Baseball and its players’ union have agreed on a new drug policy that will add opioid testing for major leaguers and will not punished marijuana use in the major or minor leagues.
The policy, which would be implemented next season, is expected to be announced Thursday, according to a person with knowledge of the policy who requested anonymity.
The new policy is expected to call for treatment, rather than suspension, for players testing positive for opioids. Major league players have not been subject to opioid or marijuana testing, barring reasonable cause or participation in a treatment program.
The policy also would allow major and minor leaguers to use marijuana for pain relief without fear of discipline. Until now, minor league players have been subject to testing for marijuana and could be suspended for repeated use.

MLB Players Will Be Tested for Opioid Use Beginning Next Season

Attorneys for one of Harvey Weinstein&#8217;s alleged victims on Wednesday rejected a tentative deal between the disgraced movie producer, his bankrupt company and dozens of his accusers.
A source with knowledge of the deal confirmed to CNN a tentative deal has been reached. In the agreement, which needs sign off from all parties and a bankruptcy court, Weinstein does not have to admit to any wrongdoing, according to the source.
The source would not disclose the amount of the tentative deal, but according to The New York Times which first reported the deal, $25 million would go to his accusers. Weinstein has always maintained that any sexual encounters he was involved in were consensual.
In a statement, Douglas H. Wigdor and Kevin Mintzer, who represent an alleged victim said: &#8220;We reject the notion that this was the best settlement that could have been achieved on behalf of the victims.&#8221;
&#8220;It is shameful that $12 million of the settlement is going to the lawyers for the directors who we alleged enabled Harvey Weinstein and it is even more outrageous that the proposed settlement will seek to bind non participating members by providing a release to the insurance companies and the directors of the Weinstein Company itself,&#8221; the statement said.
&#8220;While we don&#8217;t begrudge victims who want to settle, we plan to vigorously object to any provision that tries to bind victims who want to proceed with holding Harvey Weinstein accountable for his actions which is exactly what we intend to do,&#8221; the statement said.
The New York State Office of the Attorney General declined to comment on the tentative deal.

Rebecca Goldman, CEO of Time&#8217;s Up Foundation, an organization of women aiming to end workplace sexual misconduct, also rejected the tentative deal.
&#8220;This settlement is more than a math problem &#8212; it&#8217;s a symptom of a problematic, broken system that privileges powerful abusers at the expense of survivors,&#8221; she said in a statement.
&#8220;While this settlement is flawed, we know it represents the hard work of several survivors of Harvey Weinstein. We hope it brings them, and perhaps others, some small measure of justice and relief that is long overdue,&#8221; she said.
The settlement is separate from the <a href="https://www.cnn.com/2019/08/26/us/harvey-weinstein-arraignment-trial/index.html" target="_blank" rel="noopener">criminal case</a> pending against Weinstein.
Prosecutors accuse Weinstein of raping a woman in a New York hotel room in 2013 and forcibly performing oral sex on another woman at his Manhattan apartment in 2006.
He faces two counts of predatory sexual assault, one count of criminal sexual act in the first degree and one count each of first-degree rape and third-degree rape.
He has pleaded not guilty to all charges and vigorously denied all of the allegations of rape.
While his charges relate to the two women, more than 80 others have publicly accused him of wrongdoing ranging from unwanted advances to rape.
His criminal trial is set to begin on January 6th, 2020.

The House of Representatives passed an annual defense authorization bill on Wednesday with a provision that provides all federal workers with 12 weeks of <a href="https://www.cnn.com/2018/02/05/health/paid-leave-parenting-strauss/index.html" target="_blank" rel="noopener">paid parental leave </a>for the first time in American history.
The paid parental leave provision was added after a significant push from Democrats, who during the course of the negotiation saw an opening with President Donald Trump&#8217;s desire to see the <a href="https://www.cnn.com/2019/02/19/politics/trump-space-force-directive/index.html" target="_blank" rel="noopener">establishment of Space Force </a>as a branch of the US military.
In the White House push for Space Force&#8217;s inclusion, it was made clear, aides familiar with the negotiations said, that any number of Democratic priorities were potentially on the table. Over the objection of congressional Republicans, the White House agreed to the paid parental leave for federal workers in order to ensure the establishment of Space Force, the aides said.
Democrats celebrated the paid leave provision in the must-pass legislation, although the bill on the whole was met with dismay from some progressive members who felt they lost on many of their other legislative priorities after negotiations with the Republican-held Senate. The bill passed with a bipartisan vote of 377-48. Forty-one Democrats and six Republicans opposed it, along with independent Rep. Justin Amash.
While Democrats did secure a win on paid family leave, the measure in several places moved sharply away from the House-passed version that included an array of progressive priorities on defense — something that led some House Democrats to oppose the measure.
&#8220;This defense budget is $120 billion more than what President Obama left us with. That could fund free public college for every American. It could fund access to high-speed affordable internet for every American,&#8221; lamented California Rep. Ro Khanna, a vocal opponent of the bill.
Others, like Rep. Tom Malinowski, a Democrat from New Jersey, said they were unhappy with Democratic language being stripped or watered down in the bill but the changes were not enough reason to vote no.
&#8220;All of us are unhappy about some aspect of it or the other, but this would not cause me to vote against it,&#8221; Malinowski told reporters. &#8220;I&#8217;m a pro-defense Democrat and I want to support our armed forces, and I think the bill does so in many appropriate ways.&#8221;
The original House measure was considered so unpalatable by House Republicans that every member of the conference voted against it when it first came to the floor &#8212; an unheard-of occurrence for the annual Pentagon policy measure, which traditionally enjoys wide bipartisan support.
Still, with the support of Republicans and the effusive backing of Trump himself, the bill passed the House by a comfortable margin and is expected to have an easy path to the President&#8217;s desk.
The $738 billion package also involves a 3.1% pay raise for military personnel and would repeal a long-standing offset policy that blocked some Gold Star families from receiving full survivors benefits. That law, deemed the &#8220;widow&#8217;s tax&#8221; by opponents, faced added scrutiny from survivors advocacy groups and members of Congress after some Gold Star families <a href="https://www.cnn.com/2019/05/02/politics/gold-star-families-congress-taxes/index.html" target="_blank" rel="noopener">experienced higher tax bills in the wake of the 2017 Republican tax law</a>.
The new paid parental leave policy applies to federal workers across the government, giving all federal employees 12 weeks of leave for both mothers and fathers of newborns, newly adopted children or foster children.
There is currently no parental leave policy for federal government employees. The United States does not have a federal parental leave policy or law that applies nationwide, either. It is the only industrialized nation that does not have one.
&#8220;We in the federal government, I believe we should lead by example, and this is a perfect opportunity to do that,&#8221; Rep. Jennifer Wexton, a freshman Democrat from a northern Virginia district where many federal employees live, told CNN.
&#8220;This is going to help us attract a new generation of federal workers,&#8221; she added. &#8220;Our federal workforce has been aging. We need to make sure we can attract and retain people who want to work for the federal government. This will help.&#8221;
The initial provision in the bill would have established paid parental leave for military and Department of Defense employees, but Democrats were able to extend the policy to all federal employees, Wexton said.
The American Federation of Government Employees, a labor union that represents the largest number of federal employees, strongly supported the provision.
&#8220;The agreement is a watershed moment that sets the stage for achieving the ultimate goal of providing all American workers with paid family leave,&#8221; federation National Secretary-Treasurer Everett Kelley said in a statement. &#8220;This new paid benefit will help federal employees better balance their work and home lives.&#8221;
The bill also establishes a Space Force as a branch of the US military, housed within the Air Force. Senate Armed Services Chairman Jim Inhofe, an Oklahoma Republican, said the final product was a compromise, but the &#8220;one thing in particular&#8221; the President wanted to secure in the bill was the Space Force provision. Inhofe noted the legislation rearranges resources within the military that are already working on space matters, rather than adding new employees and an entirely new division.
&#8220;We&#8217;ve done a good job on our space activity. One of the problems we&#8217;re faced with our allies is that both Russia and China had a space force, but we didn&#8217;t have one, because we had the Navy and the Air Force,&#8221; Inhofe said. &#8220;They were working very well together, but there could be better coordination. That&#8217;s primarily what it is.&#8221;
